There are two major effects to maintain the operating temperature of a device at a certain level.

1. It is a well-know fact that the reliability of circuits is exponentially dependent on the operating temperature of the junction.
As such, small differences in operating temperature (order of 10-15.°C) can result in a ~2X difference in the lifespan of the devices.
2. The other factor is the speed of the microprocessor. At lower operating temperature, duo to reduced gate delay, microporcessor can operate at higher speed.
A secondary deffect of lower temperatures is related to a reduction in idle power dissipation of the devices, which manifests itself as reduction in overall power dissipation.
These two factors combinde dictate the operating temperature of devices as a functon of the speed of the device.
Also other components such as graphics card, memory chips, chipsets etc.
A better ambient temperature and a benign butterfly effect in RTX system.
